Finance Officer

Location: Colombo, Sri Lanka
Duration: Twelve (12) Months, with the possibility for an extension
Reports to: Country Director through the Country Accountant

Overview

Australia’s Market Development Facility (MDF) helps countries in the Indo-Pacific region to grow through improved productivity, economic diversification, competitiveness and trade.

MDF helps business partners and government to identify markets that have high potential to grow, be profitable, and deliver social and environmental value. We currently operate in Fiji, Timor-Leste, Samoa, Vanuatu, Tonga and Sri Lanka.

Our aim is to do good by supporting good business. MDF supports business investment and innovation that reduces poverty, economically empowers women and combats climate change.

MDF is funded by the Australian Government and co-funded by the New Zealand Government in Samoa, Tonga and Vanuatu. It is implemented by Palladium, in partnership with Swisscontact.

Responsibilities

  • • Executing diligent financial functions of the Facility’s day-to-day activities in the country. This will involve accounts payable duties and verification of invoices for correct authorisation, administration of petty cash, data entry into field vouchers & accounting software with correct cost codes & bank, cash reconciliations, and payment preparation based on appropriate supporting documentation.
  • • Ensuring all payments made from MDF follow MDF, Palladium and DFAT policies and procedures, verifying the accuracy of all cheque requisitions and other requests for payment before submission for review.
  • • Preparing accurate and timely monthly financial reports for submission to the Country Accountant.
  • • Supporting preparation of the annual budgets & monthly forecast for the Country, bi-monthly accounting data and reports, bi-monthly fund transfer requests, and providing any other documentation, as required.
  • • Supporting in preparation of monthly LES payroll and processing of staff medical, tax, & social security contributions to the appropriate authorities well before statutory deadlines.
  • • Assisting with external and internal audits as required.
  • • Organising and maintaining comprehensive Facility financial files and ensuring all records are compliant with legal and donor agency requirements.
  • • Provide support in the maintenance of all financial trackers (including staff advance tracker, tax tracker & staff contribution tracker, staff medical tracker)
    Supporting procurement, logistics and administration functions of the country office.
  • • Perform other relevant activities as directed by the Country Accountant, Country Director or Palladium Representatives.

Requirements

  • A bachelor’s degree in accounting or its equivalent
  • • Experience in financial management of large projects, preferably for international development donors or organisations.
  • • Demonstrated knowledge of taxation laws and staff contribution requirements in Sri Lanka.
  • • Excellent working knowledge of MS Office programs, particularly MS Excel and accounting software preferably in MS Dynamics.
  • • Excellent command of verbal and written English.
  • • A high degree of personal initiative, enthusiasm for the work, high-level planning, multi-tasking and time management skills and the ability to work with minimum supervision in a multi-cultural environment.
  • • Excellent teamwork and high-level interpersonal skills.
  • • Positions are open to Sri Lankan nationals and permanent residents with the authority to live and work in Sri Lanka. Rates of pay are based on local labour standards.
