Overview
MDF is a multi-country initiative, which promotes sustainable economic development, through higher incomes for women and men, in our partner countries. It is funded by both the Australian and New Zealand Governments. It is implemented by Palladium in partnership with Swisscontact.
MDF utilises a Market Systems Development (MSD) approach, whereby we connect individuals, businesses, governments, and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth.
MDF is implemented in Fiji, Sri Lanka, Timor-Leste, Samoa, Tonga, and Vanuatu. MDF’s Pacific Regional component manages Pacific Regional activities as well as operations in Samoa, Tonga, and Vanuatu. This Pacific Regional team includes staff and offices based in these three countries, as well as a small team based in Fiji.
The Regional Finance Officer will support the Regional Accountant with financial management for Pacific Regional offices and provide additional surge support for the Fiji office when required. The Regional Finance Officer will work closely with staff in Fiji, Samoa, Vanuatu, and Tonga.
Responsibilities
- • Supporting preparation of the annual budgets, bi-monthly accounting data and reports, bi-monthly fund requests, and providing any other documentation, as required.
- • Execute diligent financial functions of the Facility’s day-to-day activities. This will involve accounts payable duties and verification of invoices for correct authorisation, administration of petty cash, data entry into field vouchers, payment preparation based on appropriate supporting documentation. Ensuring all payments made from MDF are in accordance with MDF, Palladium and DFAT policies and procedures, verifying the accuracy of all requisitions and other requests for payment before submission for review.
- • Preparing accurate and timely monthly financial reports and funds advance for submission to the Regional Accountant.
- • Processing tax and other staff contributions to the appropriate authorities in a timely manner.
- • Assisting with external and internal audits as required.
- • Organising and maintaining comprehensive Facility financial files and ensuring all records are compliant with legal and donor agency requirements.
- • Support procurement, logistics and administration functions of the Regional offices.
- • Working closely with the Regional Accountant to ensure consistency of processes between the MDF country offices.
- • Perform other relevant activities as directed by the Regional Accountant, Finance Manager, Regional Director or Authorised Palladium Representatives.
Requirements
- • A Bachelor’s degree in Accounting.
- • Experience in financial management of large projects, preferably for international development donors or organisations.
- • Demonstrated knowledge of taxation laws in the country of assignment.
- • Excellent working knowledge of MS Office programs, particularly Excel.
- • Excellent command of verbal and written English.
- • A high degree of personal initiative, enthusiasm for the work, high level planning, multi-tasking and time management skills and the ability to work with minimum supervision in a multi-cultural environment.
- • Excellent teamwork and high-level interpersonal skills.
- • A police clearance certificate (upon request).
Positions are open to Fiji nationals and permanent residents with authority to live and work in Fiji. Rates of pay are based on local labour standards.
