Climate Change

The Pacific region is particularly vulnerable to the effects of climate change. Most support for climate change mitigation and adaptation within the component was via interventions in the 3 focus countries. However, there were some climate-relevant interventions implemented in 2025 in the Regional workstream:

  • Certification services can directly or indirectly result in climate change mitigation and adaptation, for example organic production, improved soil management or reduced carbon emissions.
  • Digital financial services can assist recovery from climate-linked natural hazards and extreme weather events, enabling rapid and transparent financial transfers to vulnerable communities.

  • MDF began working with SEIAPI to unlock finance for solar through the adoption of standards.

  • MDF began supporting Paradise Technologies to expand its energy efficiency services into Samoa and Vanuatu.

Gender Equality, Disability
and Social Inclusion

Many regional interventions focused on behaviour change at the firm or organisational level and not individuals directly. However, selected interventions in the portfolio provided opportunities to achieve GEDSI outcomes, particularly women’s economic empowerment. Chief among these is financial services work, which often disproportionately benefits women (see [inclusion story] for more details). Related to freight and shipping, MDF conducted research to understand the specific interests and needs of female seafarers.
